Menu Creation returns blank

I searched the forum btu can’t seem to find the solution.
I have fresh install wp 3.31, when I tried to create a menu. it displays a blank screen and when I refresh it returns me to my previous screen.

it means I can’t create Menu.

please help, thanks!
