Menu Issues

This is an awkward issue and I can’t figure it out. When I create a new menu, and use the “Custom Menu” widget to select the menu, it won’t appear. The only menu that works is my main menu. Also, when I try to change the Main Menu Navigation in Theme Locations, I can use the only use that same menu… If I try to change it, nothing shows up.

To clarify, there is only one main menu that I have that works… When I create a menu, it doesn’t work as my main menu or in the Custom Menu Widget.
