Menu Link not clickable and want no arrow to hand

i’ve read all i can find on how to make a meun item not clickable by # method but the Mouse Arrow still turns to a Finger/Hand which the user will try to click because that’s standard procedure/protocol for the internet.

is there a way to have the arrow not turn to a hand when mouse over a non-clickable menu item? in my case i only want the top level menu item to remain an arrow when moused over.
