Menu only works when logged in

I’ve played around with settings for hours now but still no avail.
The best I can get is for the menu to work when logged in but I get these errors when logged out:
Uncaught TypeError: $(…).swipe is not a function
Uncaught ReferenceError: jQuery is not defined (for jQuery touchSwipe.min)
I’ve exhausted my options and don’t seem to have any trouble with other plugins, so hopefully somebody can help me out here.
