[Plugin Menubar] getting this error: “WP Menubar error: Menu ‘menu’ not found!

Hello,
i am trying to make some menus plugins work in WordPress.
i am trying to use now the “Menubar” plugin but i keep getting this error message: “WP Menubar error: Menu ‘menu’ not found! Please create a menu named ‘menu’ and try again.”

(in the code i placed in my template .php file i inserted the name “menu” as a menu name parameter for the function, i tried many different names- all failed)

thing is, i do not know and no one online seems to mention how to create a proper “menu” in wordpress. also in the control panel, there is no “Menu” option anywhere!

does anyone know what this message means?
