Menus missing in back end after migration

I just went live with a new wordpress site. It looks fine and I can see my menu on the front end. But in the backend when I go to edit the menu, it isn’t there. And I can’t create a new menu.

I’m thinking that perhaps a file didn’t get transferred properly during the migration, but I’m not sure which one. Any suggestions as to why might be happening?
