Migrating html to wordpress: what is the “go live” step?

Exactly which step is the one that makes a new site go live, ie be externally accessible by url, either when migrating from html to WordPress or from WordPress staging to live. Does going live always change your .htaccess file?
Is it the
wp-config.php
changes of$table_prefix
as described on https://wp-staging.com/migrate-wordpress-staging-site-to-production-site/#Alter_wp-configphpor is it a change to set the url in admin settings, or changing the to
.htaccess
as described in the developer docs? https://developer.www.ads-software.com/advanced-administration/upgrade/migrating/I’m looking for a answer independent of plug-ins.
Environment: shared web hosting, not setup yet
Either from moving from html to WordPress (after testing in a staging install), or from a staging WordPress to live on a different server.
