Migrating off Migrate?

I did a little poking around but couldn’t find a good source of information. Could someone point me to information regarding the path forward to pull Core away from the need to use jQuery migrate as part of the composite dependency making up the jQuery handle object in WP Scripts?

Alternatively, if migrating away from Migrate is not a current roadmap item, can it be made so? And, in either case, is there any value in leaving this enabled when end-users visit a site once a site is no longer in development or should that bug be submitted in Trac (assuming it doesn’t already exist – I didn’t see it).
