Minimum permissions to allow uploading to / deleting from media library?

What are the minimum permission required to allow a user to access wp-admin but (as far as is possible) only be able to upload and delete files from the media library?

I’m assuming there are some dependencies with other permissions, but can’t figure out the very minimum level.

I am trying to do this using the ‘Members’ plugin to create a custom role for this purpose, but I can’t get the media library to appear for this role unless I clone the Editor role, which gives this role too many permissions.

I realise this might be an unusual request, but there is a reason for it.
