Minimum quantity is being applied to the product not the cart.

    Thanks for reaching out.

    The Cart – Total Qty condition is no relation with minimum order quantity. So skip that condition and you can user other conditions for cart and minimum order quantity.

    Unfortunately, No, but you can use the cart total value and another conditions.
