Minimum spend on coupon is not calculating correctly

Entered a minimum spend of $10 for free shipping, however, getting an error saying, “The minimum spend for this coupon is $10.00.” when he cart has a value of $10. If I set the minimum spend to $9.99 then I can apply the coupon. This is clearly working on cart total > 10.00 instead of cart total >= 10.00.
