Minimum upload size?

Hello,

Could it somehow be possible to have a minimum upload size? Through a plugin or other solution.

I’m building database site where users can add images, and once a year print a catalog out of the images added to the site. So the images should be in print size.

Max file size is easy to set in the php.ini file.
