I see that you’re using the Elementor plugin, which seems to interfere with the default styles of the quantity buttons. That said, the following CSS code will display the buttons, as expected, next to each other:

.woocommerce .quantity {
  display: flex !important;
  margin-bottom: 10px !important;
}

.woocommerce .quantity input[type="button"] {
  padding: 0 10px;
}

.woocommerce .quantity input[type="number"] {
  width: 50px !important;
}
