Missing Alert on new Values

I wrote a plugin where i add some new settings to the setings page with the
‘wp_stream_settings_option_fields’ filter.

On a clean install there will be no alert if i enter this values for the first time.

On updating the value this results in an alert.

Is this a bug or something that should work in this way ?
