Missing No Category Category

I have an odd problem where in the category list I am missing the “no category” (categorized?) category so products in different situations default to another same category.

The category it defaults doesn’t have the lowest id.
The category is a child category, doesn’t have other children.
I don’t know how it got like that, inherited setup.
The category itself, seems fine, doesn’t seem to generate anything unusual outside of this.
I am not sure 100% but i think at one time it was another category in the same situation, that I deleted, in a quick “fix”, then it jumped to current one.
