Missing TA Icons in Editor

After the last update (3.0.3) we lost all TA icons for anyone with “editor” privileges. Admins can still see them, and changing an editor to admin status returns the icons (change the user back to editor and they’re gone).

Recreated in Firefox, Chrome and IE (and incognito mode). (disk and browsing caches cleared) They are not ‘hidden’ in settings and don’t see any option for user control in the TA settings.
