Missing the upload button in the editor

Hi All,
I may have found a glitch in the Word Press Program. In the Upload Graphics Video Adam shows us how to upload the big graphic header. There is a note that saying “You need to make this file writable before you can save your changes. See the Codex for more information.” HELP I’M LOST!! ?? How do I fix this?
