Missing translation entry in pot file

Hello!

I noticed that some entries in the pot file are missing. in my Hungarian translation po file (and of cource in mo file) these are at the end of file, but in comments: ‘#~ ‘. So WordPress does not use them to place theese translation entries.

That’s why when I receive admin emails that somebody has subscribed in my list, the text remained English instead of Hungarian.
