Mobile Friendly

I am trying to make this mobile friendly and nothing is working. I also noticed when on a mobile device and I go to a page the menu bar disappears so you cannot go back to any other page. How do I get my menu bar on all pages when on a mobile device?

I am trying to add @ on media code to help and it will not take even when I put !important behind it.

Can you please help?!
