Mobile menu doesn’t display

I am running my site at https://www.fifthestate.org/ on a child theme.
I am posting my request for help here because I have had no responses to a similar posting to the forum of my parent theme’s developer.
At this time I am not able to display the mobile menu, even though I have the standard header menu working in desktop view.
I have tried disabling all plugins and that didn’t help.
If I run the site on my parent theme the mobile menu displays normally.
If I go to Appearance > Menus > Locations and un-select the menu (selecting no menu), the site still displays a header menu which is an old version and still doesn’t display the mobile menu.
Here is what Element Inspector shows for the old menu:

I have seen recommendations to check a box in Appearance > Menus to make the menu “primary” but I don’t see that checkbox in my admin interface.
I will be really grateful if any of you can help me straighten this out.
