Mobile Menu not working

At some point the mobile menu quit working. Unfortunately I can’t tell you after what update, but I know it’s been at least a few versions. I’m currently on the latest WP 5.4.1 and have made sure I’m using the latest Esteem theme.
Menu doesn’t work in either the Theme Editor (tablet or mobile mode) or an actual mobile device. It never expands.
