It’s not possible to move the mobile menu button to the top bar without changing theme templates. You can make some design changes of the button to make it more visible.

Try adding the following CSS code into the “Additional CSS” field in Appearance ? Customize:

  color: #FFF;
  background: #000;
  padding: 14px;
}
