    this is the first time I hear about this problem.
    I would first be sure:
    – the page is not served by the cache
    – other plugins are not conflicting with the mobile detection

    For the first point, be sure you don’t use a cache plugin that doesn’t distinguish between mobile and desktop. If you don’t have problems with normal pages, I suppose this cause is less probable, but the same I would check.

    For the second point, I would disable one plugin after the other and switch to the default WordPress theme to see if one of the plugins or the theme is interfering with the mobile detection.
    If you want you can do that without really disabling any plugin but in preview mode using Freesoul Deactivate Plugins.

    Or if you prefer it, if the site is not live, you can disable all plugins excluding Specific Content For Mobile and switch to the default WordPress theme.

    After being sure nor the cache neither other plugins nor the theme is giving problems, if you still have this issue, we will investigate deeper.
