    Perhaps as mod_rewrite means adding rules (sometimes manually) to the sensitive .htaccess file, whereas php does not. Think of the mod_rewrite as the advanced option, with users accepting that more input may be required during setup if there are issues with the .htaccess file’s location, ability to write, absence in non-Apaxhe setups, etc.
