Modal Popup settings is broken in Layout Builder widget in widget area

If I add Modal Popup widget into widget wrea, all is ok. But if I add Layout Builder, open is, then add Modal Popup inside – I cannot open Trigger or Style settings, and Popup Content editor is broken too – no TinyMCE buttons.
