Is it possible within this plugin to moderate a post OUT of the popular post section if we wish it to not be included in the popular posts feed?

Yes, if you’re using the widget you can use the “Post ID(s) to exclude:” field to exclude specific post/page ID(s) from the list (comma separated).
If you’re using either the wpp_get_mostpopular() template tag or the [wpp] shortcode then you can use the
pidparameter to do the same.
