If they aren’t going to your Junk folder in Gmail anymore it’s possible comment moderation emails were turned off in WordPress.

In the Discussion settings, I would make sure the box for “Email Me Whenever A comment is held for moderation” is checked.

As for the email address WordPress sends comment moderation emails to, it uses the address listed under Settings > General Settings > Email Address.

I will check that address. Comment moderation is turned on. I have comments set to Off on all but one post.

I had a different email address in the General section.

Is there a single place to allow comments globally (as default)?

Cool, glad to hear that.

There are settings in the Discussion Settings that says “Allow people to post comments on new articles” and “Automatically close comments on articles older than X days.” As far as I know, those are only away to turn comments on or off globally.

As long as you allow comments on new articles and don’t enable the setting to close comments after a certain number of days, comments should always be on for all posts unless you turn them off on individual posts in the post editor.
