Modified wp-config.php But Nothing Happened?

I have installed wp ms many times in the past successfully. For some reason this time things did not go as planned. I was hoping there was some alternative to uninstalling, and re-installing this install of wp.

I have modified the wp-config.php enabling multisite. Saved, refreshed, and uploaded. On my desktop the file is 3324 bytes, and when it uploads its 3,234. I login as admin expecting to see network options under tools, and nothing?

Any suggestions?
