"do not have sufficient permissions"

So here’s what happens. I log in and all I can do is edit my profile. The edit profile page and the dashboard are the only pages I can access. The forums say to delete plug-ins, but I can’t get to a place where I can do that without getting the “You do not have sufficient permissions to access this page” message. I have read all the forums but nothing has worked so far. If there is a way to get to a page where I can mess with the plug-ins, please just tell me how to do that. Thank you for your time,
