module rewrite error

I have uploaded a file with a post (uploaded ok and is on server in that folder) but when I try to retreive it i see a “5000 URL Rewrite Module Error” in firebug.
the file is:
https://doc.onesportevent.com/wp-content/uploads/2010/03/onesporteventdrupal1141.zipI tried a couple of different web.config rewrites, including the default one. My understanding is if the file exists on the server it should just serve it without redirecting to index.php; but can’t figure out whats wrong here. I have a test site if anyone is inclined to look at the admin console PM me, but this shouldn’t be to hard right?!
here is one config i tried:
