Mousewheel scrolling on Windows with Chrome doesn't work

I made a website using Customizr.
It worked ok.
Them I moved it to an other server/url and now on my husbands windows machine with the latest Chrome the mousewheel scrolling does not work anymore.
It works with other themes. I removed Customizr theme and reinstalled it.
I removed Chrome and reinstalled it.
But the scrolling still doesn’t work…..

With IE, on my mac, and on an other mini laptop with windows en chrome it is working.
I don’t know where to look for the problem.
