Move agree to terms after billing details

It looks like you want to move the “Terms and Conditions” checkbox between “Billing details” and “Deliver to a different address?” on the checkout page, correct?

There is no built-in feature within WooCommerce core that allows this type of change, and while I do not know if any plugin that can help you achieve this, it may be possible with custom code.
