Howdy,
This seems to be a limitation in newer versions of WordPress (since Gutenberg). I don’t have to write the code to make the metabox drag-able or anything like that, WordPress just deals with metaboxes how it has been engineered to deal with them.
So in a Gutenberg environment, there appears to be no ability to drag any of the right hand side metaboxes (revisions, permalink, featured image etc… and any custom metaboxes like Notely) into the position you’d want. This is frankly frustrating and it’s another example of WordPress imposing user experience choices on us we may not want, and without any way to opt-out of them.
But if helps to know, it seems that any post type that uses the classic editor DOES let you drag it into any position you want, which is how it originally worked.
I’m about to start working on some tweaks to the plugin soon, and will look into possible options for prioritising position. I’ll include a new setting if it works.
