Move widget areas to other admin panel, and separate them.

We’re creating a theme, and have decided to place all of our theme options inside our own custom admin panel. We’re working with a couple of widget areas for our header and footer. But would like to move them under our theme admin panel.

In the perfect scenario, we would have a page under our theme settings called header, where we would have the header widget area with all widgets functioning the same as on the widgets page. and a footer page where the footer widgets would be. In addition, this page would need to have other custom settings related to our header/footer, as well as other tekst/html.

The question is: Is something like this possible? And how would we do something like this?
