Move WP site gives "Page not found"

I’m trying to move a client WP site from one hosting provider to another.
I have a copy of the files and the DB.
I created new hosting account with a temp staging URL.
Created a new SQL DB
Create a new DB user and assigned it to the DB
Installed WordPress using Simple Scripts
Uploaded the files via FTP to the new hosting account
Used the cpanel Backup settings to restore the .sql file
But when I go to the staging URL it comes up with

“Not Found

It looks like nothing was found at this location. Maybe try a search?”

I’ve contacted the new hosting provider and they cannot identify what is causing it. It has been escalated but I won’t have computer access tomorrow and I’m concerned they will want me to do something again and I won’t be able to till tomorrow night and by then the senior techs will have gone and I need the site moved ASAP so the client avoids hosting fees with their old provider.

Any ideas how to trouble shoot this?
