Moved Comment form at the bottom of the post

So the original comment template from my theme (found here)

The form was normally placed to the right side of the comments, below the post. However I wanted it on the bottom of the post and comments, (for example if there was a large list of comments it would be at the very bottom of the page.

So to do this I simple found the section of code for the form and moved it to where I wanted. Which worked fine but now the comment form ONLY shows up when there is already existing comments…. not sure why? But here is the comment template after I changed the code.

Also here is a page with existing comments and here is a page without comments, notice how the form does not show if comments did not already exist there.
