moving a domain name – domain name redirecting to https://example.iana.org

Please help. I have inherited a website at https://inclusion-international.org which was created with a very old version of wordpress (i can’t get into the dashboard to find out which version. I developed a new site to replace it https://iitempsite.eu

I followed the instructions at https://codex.www.ads-software.com/Changing_The_Site_URL on the new site at https://iitempsite.eu (wordpress 3.5.2) but when i tried to login I am directed to https://example.iana.org/

I checked the database of the old site and in wp_options options id 1 is something called ‘_transient_random_seed’ with long string of numbers for the value. I’m very new to wordpress and databases and I don’t know if this is causing the problem. Can i delete it?
