Moving Banner

I’ve been modifying this theme I found quite a bit so it meets my needs and wants, but I’ve come across a snag. The banner is situated under the search form and some links, but I’d like to have it sitting about them. But for some reason, I can’t get it to work right.

It’s the default banner, which I will change later. I just need to get it in the proper place first.
