Moving from development to live

I have moved a development site to my own server and am not being able to serve the whole site or the theme.
I can get the home page with the text but no css.
I changed the site url and wordpress url to https://www.mysite.com(not the real address)
and copied over the database.
I can get the site to work as localhost but not over the internet, and the domain is definitely pointing to and arriving at the server.
should I change the database reference from localhost to 127.0.0.1 or maybe to https://www.mysite.com
