at the time, you said

it seems that now you’re instead using
woocommerce_before_add_to_cart_quantity
?

can you tell me where in the plugin files this is specified? i’m not finding it.

i was thinking i could hook it to
woocommerce_product_meta_end
since i can control the placement of Meta on the product page.
my goal is to keep the price and quantity/add-to-cart together.
