Moving Servers And CSS Issues? Help

Just moved servers and no change to the domain. I uploaded all of my files. At various points of troubleshooting I have restored the DB, but it never has shown the CSS or images. In asking for help I though it would be best to eliminate the variable of the DB.

Does anyone have any idea or other support notes they can point me to. This was not my code so I am stuck at the moment. Looking for a good Samaritan to help.
