Moving whole WordPress package from my local host to WordPress.com

    I downloaded a blank WordPress install from www.ads-software.com. I have used MAMP and developed a custom theme in PHP and used certain plugins (advanced custom fields, woocommerce etc.) I now want to move this whole thing over to a wordpress.com account. Is this possible? Do I need to buy a paid option to be able to do this like the Premium or Business plan?
