Moving wordpress installation to overwrite the old site on same server

I’m running wordpress in https://www.optimum-health.ie/dev until I get it set up nicely. I will then want to make https://www.optimum-health.ie the root directory for the wordpress site.
What are my options here? I found Moving_WordPress but I’m not sure if that matches my situation.
