Moving WordPress out of its WordPress directory

I’ve installed WordPress on my site server in its own directory for the development stage. Now I need to take the contents out of the WordPress folder and place it in the top level root directory to make it live.

I’m afraid I might break it all if I do this. Should I change the general settings for the “WordPress Address (URL)” and “Site Address (URL)” before I do this? Or after? Or not at all?

I’ve just lost web access to WordPress sites before when i’ve tried making changes like this so I’m a little wary
