Mulitisite plugin clone – during new site creation

Is there any way to achieve this: When a new site is created in the network not only are the plugins made available to the new site — but the current settings/config of the plugins also carry to the new site?

Note, I don’t want this to be something super admin has to manually do by using a “clone” tool. I want it to happen automatically when a newly registered user creates a new site.
