Multi-categories and excluding

Is it possible to exclude testimonials that have multiple categories? E.g.

[testimonials include=”1″ exclude=”2″]

Where some testimonials are in both 1 and 2 categories. I only want the category 1 testimonials not in category 19 to show up.
