Multi-Site

Does this plugin work in this scenario? I have a multisite. I need to install it via the network admin, but not install it. Then, I need it active on one and only one of the subdomains. (Lately, I’ve been finding that plugins that claim to work on a multi-site do not. They only work on the parent site and none of its subdomains. It does not even show up on the plugin list of the subdomain to make it an option to select
