Multiple Admin User Logon/Passwords?

    I have a self hosted WP blog that seems to only have one administrator and password. I have a second user that I want to have a separate logon/password so that he can post comments etc. I have created him as an administrator and assigned a password but it doesn’t work at the logon page. What am I missing here?
