Multiple base URLS for custom post type permalinks

I think I have read every forum discussion on this topic, but cannot seem to see exactly what I need.

We use the standard post function for our blog articles. Therefore, we have a permalink structure of /blog/%postname%/, where /blog/ is hardcoded.

I also have created a custom post type called “webinars”, but the resulting permalink is /blog/webinars/webinar-name. How can I make the webinar permalink show a base URL of /webinars/webinar-name instead of /blog/webinars/webinar-name without changing the permalink structure for regular posts?
