Let me start off by saying I’m a Word Press Newbie.
I’m working on developing my site as being predominantly
static, but the areas where I want dynamic pages I can’t
figure out how to set up a ‘blog like’ page. Namingly pages that will contain my literary work such as poetry, short stories, and academic papers.
90% of my content is static, 10% dynamic.

Is there a way to create a page template that accesses only specific posts (by tagging?)

Forums and Documentation haven’t been much help.
Any suggestions would be greatly appreciated, I’m
    stumped! https://www.nikaaskini.com

Oops..sorry about that. I thought by the title you were in search of running multiple blogs and stuff, I guess it does pay to read more in depth sometimes and not “jump the gun”..hahaha lol! =)

Pages and posts are two different things. No, you cannot have posts on Pages. There were many attempts shown here in the forum, but I can’t remember a successful one.
If you could elaborate on what you’d like to achieve, maybe somebody comes up with an idea.
